As cities continue to grow in population, open land becomes increasingly scarce. Besides residential land, burial grounds, especially TPU (public cemeteries), are now more and more limited. If you choose a family member who has passed away, you will be asked to pay the grave extension fee.
If the heirs do not handle the lease extension burial plot, the grave may be dug up or used for another deceased person.
So, how do you handle the lease extension so the grave is not dug up?
Cemetery Lease Extension
Burial procedures in the city usually cost quite a lot, since you have to pay for digging and closing the grave.
This is very different from rural areas. Residents work together in a spirit of mutual cooperation (gotong royong) to dig and fill the grave. In many cases, the heirs pay nothing for the burial itself.
Aside from the burial, the heirs also still have to bear the cost of extending the grave lease. Of course, this is a burden for some families.
Many people also complain that the lease extension process is very long and complicated. Fortunately, the local government has simplified these regulations.
Guide to Extending a Grave Lease
Below are the steps and grave extension fees you need to prepare for:
1. Documents
The following documents need to be prepared before you handle the grave extension:
A. Family Card (Kartu Keluarga, KK)
You must prepare a photocopy of the KK, or Family Card. It is also advisable to bring the original KK when you apply, so you won't need to go back and forth if it is required.
What if you don't have a KK yet? Since this document is important and mandatory, you will need to obtain it first. Please visit your local Dukcapil (Civil Registration Office) with the required documents.
B. ID Card (KTP)
After preparing the photocopy of the KK, you also need to prepare a photocopy of your KTP, or identity card. Be sure to bring the original KTP when handling the lease and grave extension fee.
If an heir does not have a KTP because they have not yet made one, have lost it, or it is damaged, first complete this requirement by applying at the local kelurahan (village/ward office). The kelurahan office will provide the requirements you need to meet to make a KTP.
C. Power of Attorney (Surat Kuasa)
As proof that you are the legal heir, you need to make a power of attorney. The letter must be written on a IDR 6,000 stamp duty (materai) so that the validity of the document can be held accountable.
D. Grave Certificate (Bukti Surat Makam)
The next document you need to prepare is the grave certificate. Prepare both the original and a photocopy. This letter is usually issued by the local cemetery administrator when you first buried your family member.
E. Referral Letter (Surat Pengantar)
The last document is a referral letter from the TPU officer where your family member was buried. Once you have completed all the documents, promptly handle the lease extension. Don't forget to set aside funds, as you will be asked to pay the grave extension fee.
2. The Application Process
There are several steps you need to take to begin the lease extension and pay the grave extension fee.
A. Visit the TPU Office
As the legitimate heir of the deceased family member, please visit the local TPU office. Make sure you come during office operating hours. The purpose of your visit to the TPU office is to request a referral letter.
B. PTSP Counter
Once the officer in charge approves your request for a referral letter, you will be directed to the PTSP (One-Stop Integrated Service) counter. Please wait in line until the letter is issued.
C. Receiving the SKRD Letter
Once you have finished processing your documents at PTSP, you will receive an SKRD letter (Surat Keterangan Retribusi Daerah, Regional Levy Certificate). This letter states the total grave extension fee you must pay. Payment can only be made at Bank DKI, in the amount stated on the letter.
D. Visit Bank DKI
Please go to the nearest DKI bank as soon as possible to process the payment. You can approach a teller at the bank with the SKRD you received from the PTSP earlier. The teller will process your request and enter the payment amount according to the bill.
E. Receiving the Payment Receipt
After you have settled the SKRD payment at the DKI bank, you will receive a receipt as proof of payment. Keep the receipt safe and do not lose it, as it is still needed for the next steps.
F. Returning to the PTSP
Once you have obtained the payment receipt for the grave extension fee from the DKI bank, return to the sub-district PTSP office. Hand over the receipt so the PTSP officer can process the payment confirmation right away.
G. Receiving the IPTM Letter
Once the payment confirmation at the PTSP has been completed, you will also receive the IPTM letter (Izin Penggunaan Lahan Makam, or Grave Land Use Permit). You may make a photocopy for your records, so you won't be confused if you need it at any time.
H. Returning to the TPU Office
The final step in renewing the grave lease is to return to the TPU office. When you visit, make sure you bring the IPTM letter you received from the PTSP. It is best to bring the original documents along with a photocopy. And that completes the grave lease renewal.
The grave extension fee you need to pay ranges from IDR 40,000 to IDR 100,000. Renewing the grave lease is not mandatory in principle. However, if you do not renew the lease, the grave will be used for someone else.
The rules on grave levies are set out in the Regional Regulation (Peraturan Daerah) No. 3 of 2007 on Burials. Therefore, if you do not have proof of lease, you are not entitled to object to the removal of the grave.
What Happens If You Do Not Renew the Grave Lease?
Some people sometimes do not renew the grave lease because of cost constraints or because they are reluctant to go through the lengthy regulations. The following are some of the risks of not renewing the grave lease:
1. The Grave Is Taken Over by a New One
As mentioned above, if the heirs do not continue paying the grave lease, the grave will be used for another body. This rule applies if, 3 years after the burial, the heirs have not renewed the grave extension fee.
2. You Can No Longer Visit the Grave
Another risk you may face is no longer being able to visit the grave. You will certainly find it difficult to locate a family member's grave once it has been taken over by a new one.
For some people, visiting the grave is important because it is the only place where they can feel close to the person who has passed away.
3. You Have No Right to Object
If you do not pay the lease fee, you also have no right to object to the TPU management using the grave for someone else. This is because there is already a clear and valid regional regulation.
